Most characters will have mention of other cats in their history, their parents, mentors, possibly aunts, uncles, even grandparents. While we encourage you to put these cats up for adoptions by other players, some cats might not play a large enough role, might honestly not be very interesting to others, and might be sitting up for adoption for ages with no one interested in them. Or maybe you simply don't want someone to play certain cats for whatever reason, but would still like them as a presence on the site, to refer to and possibly interact with on occasion.
The solution is to create a basic profile for these characters and register them as NPCs. NPC stands for Non-Player-Character, as opposed to PC, Player Character, which refers to any character made and played by a specific member with no one else allowed to control that character's actions. There are a few rules that apply to NPCs and must be followed or the NPC will be taken out of play by being killed off.
All NPCs must be registered and follow these rules or they may not be referred to (other than in a cat's history) or interacted with. By creating an NPC you are agreeing to these rules for that character under penalty of that character's staff-warranted death.

1. NPCs may not be played as normal characters. You cannot make an NPC and play it as you would a PC character. These are background characters that can be referred to and briefly interacted with in posts made for PC characters, but they should not have their own stories running, their own plots, or their own posts made specifically so they might interact with others. Interactions with NPCs should not take up more than a few sentences per post.
2. ANYONE can interact with an NPC at any time, without the original creator's permission, and may play them briefly in their own posts. However, only the original creator can seriously injure or kill off an NPC, or say they have become ill. Any sort of major plot device to be used on the NPC is up to the original creator.
3. NPCs must be registered and accepted just as PCs before they can be reffered to or played onsite.
4. NPCs do not count toward the total cat number in each Clan, however they will be listed amongst the Clan Ranks.
5. PC characters take priority. If someone wishes to use the name of an NPC you must either change the NPC's name, allow the member to adopt the character (if they are interested in doing so), or kill the character off. I suggest choosing obscure, odd, plain or boring names that are not as likely to be wanted for PC characters in order to try to avoid this issue. If there are already two cats with their prefix in their Clan, they cannot be named with that prefix, however if there are five with that prefix onsite but NOT two in their Clan, they can still be named with that prefix. NPC names will not be listed on the taken names list.
6. You may list a character in an adoption thread and also register it as an NPC until someone becomes interested in playing it.
